Rahman Hummetov was born on July 1, 1977, in Sheki. He graduated from the Institute of National Economy Management under the Cabinet of Ministers of the Republic of Azerbaijan in 1998 with a degree in business organization and management. In 2000, he completed the master’s program at the same institute with distinction in the specialty of engineering economics and management. From 2000 to 2004, he completed his postgraduate studies at the Academy of Public Administration under the President of the Republic of Azerbaijan, earning the title of Candidate of Legal Sciences. From 1998 to 2008, he held various positions at the National Bank of the Republic of Azerbaijan. Between 2006 and 2016, he served as the Deputy Executive Director of the Azerbaijan Mortgage Fund under the National Bank of Azerbaijan. From 2016 to 2018, he was a member of the Management Board of the “Azerbaijan Mortgage Fund” OJSC. By the decree of the President of the Republic of Azerbaijan dated February 14, 2018, he served as the Deputy Chairman of the Management Board of the Azerbaijan Mortgage and Credit Guarantee Fund from 2018 to 2021. In 2021, by the decree of the President of the Republic of Azerbaijan, he was appointed Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan. On July 24, 2024, by the decree of the President of the Republic of Azerbaijan, he was appointed as a member of the Supervisory Board of “Baku Metro” Closed Joint Stock Company, in accordance with the amendment to the Presidential Decree No. 2553 dated March 30, 2021, on the composition of the Supervisory Board of “Baku Metro” Closed Joint Stock Company. He is proficient in English, Turkish, and Russian. He is married.
