Rashad Nabiyev was born in 1977. From 1994 to 2000, he studied at the Academy of Public Administration under the President of the Republic of Azerbaijan, obtaining both his bachelor's and master's degrees in State and Municipal Management. Between 2000 and 2002, he earned a master's degree in Economics from East Carolina University in the USA. From 1997 to 2000, he worked in the Information Resources and Technologies Center and the Foreign Relations Department of the Executive Office of the President of the Republic of Azerbaijan. From 2002 to 2004, he worked in the Market Operations Department of the Central Bank of the Republic of Azerbaijan. Between 2004 and 2011, he served as the Director of the Finance, Accounting, and Economic Analysis Department of the Ministry of Communications and Information Technologies. In 2011, by the decree of the President of the Republic of Azerbaijan dated January 24, 2011, he was appointed as the Chairman of Azercosmos OJSC. In 2021, by the decree of the President of the Republic of Azerbaijan dated January 26, 2021, he was appointed as the Minister of Transport, Communications, and High Technologies of the Republic of Azerbaijan. On April 26, 2023, by the decree of the President of the Republic of Azerbaijan, he was appointed as the Chairman of the Supervisory Board of Baku Metropolitan CJSC. He is married and has three children.
